Recent experimental evidence that the neutrino may have a nonzero rest mass has stimulated interest in the cosmological implications of this possibility. If their rest mass should be 30 eV/sq sec, primordial neutrinos would have a density exceeding all other forms of matter combined, and the universe as a whole might prove to be closed. This paper briefly develops a cosmological model with primordial neutrinos having a nonzero rest mass, and it is shown that perturbations in the neutrino distribution will induce and amplify baryon perturbations during the postrecombination era on the scales of galaxies and galaxy clusters.
