The evolution of single primordial black holes and primordial black hole ensembles due to accretion and quantum radiation losses is considered. The discussion is based on a Newtonian treatment supplemented with the application of a causality limit to preserve the large-scale homogeneity of the assumed Friedmann background. There are two possibilities depending on the initial conditions and on the details of the physics assumed. Either the hole's event horizon ends up growing as a fixed fraction of the Universe's particle horizon size, and this fraction is determined by the stiffness of the equation of state only. Or the hole grows to a maximum mass and then undergoes radiation losses. Constraints for the initial mass spectrum have been derived. Only if the equation of state is soft primordial black holes can form from small fluctuations.
