We determine an empirical dense matter equation of state from observations of four Type I X-ray bursters with photospheric radius expansion and four quiescent low-mass X-ray binaries. For the first time, we generate constraints on the equation of state and the mass versus radius curve are demonstrated to be independent of the way in which the equation of state is parameterized. Models with quark degrees of freedom are included as well as bare strange quark stars. Our results also remain valid upon the removal of one observation of our sample and upon variations in assumptions about the color correction factor assumed for the cooling tails of X-ray bursts. We find that the current data strongly suggests that the radius of a 1.4 solar mass neutron star lies between 10.4 and 12.8 km. Our results demonstrate that currently available astrophysical data generates significant constraints to the equation of state of matter at high densities. Finally, we show that our results are consistent with constraints from heavy-ion collisions, calculations of neutron matter using quantum Monte Carlo and calculations of neutron matter from effective field theory.
