The Nuclear Spectroscopic Telescope Array (NuSTAR) will provide an improvement in hard X-ray (>10 keV) sensitivity by orders of magnitude over previous satellites, probing farther into the Galaxy than ever before. This will provide the capability of detecting large fractions of known hard X-ray populations (e.g., accreting compact objects, magnetars, pulsar wind nebulae) and perhaps to find new populations. The 5-80 keV NuSTAR bandpass covers a region of the spectrum that is excellent for uncovering extreme sources such as non-thermal emitters, highly absorbed sources, and accreting black holes, as well as the 44Ti emission lines that are a tracer of recent supernovae. Here, we describe the plans and science goals for NuSTAR surveys of Galactic Plane regions, including a moderate depth survey covering 2 square degrees in the Galactic Center region and a similar survey in the Norma spiral arm region. This will facilitate a comparison of the hard X-ray populations in two very different Galactic environments. In addition to population studies, we are planning for deeper NuSTAR surveys of the diffuse emission complexes (Sgr A, B1, B2, and C) that will constrain hard X-ray reflection and may provide evidence that the supermassive black hole at Sgr A* was more active in the past.
