Cosmic rays span 11 orders of magnitude in energy. They have been recognized for almost 100 years, but the basic questions about their astrophysical origins remain to be answered. They will continue to be studied by direct detections up to almost 1 PeV and also indirectly by air showers at all energies above 100 GeV. Observations of very high energy gamma rays and neutrinos may also help to identify the sources of cosmic rays. Multi-messenger astronomy will be important. Of special interest are the ultra-high energy cosmic rays (above 3 EeV) that are believed to have extragalactic origins, perhaps in AGNs or GRBs.
