TeV blazars are known to exhibit flares on short (< a few days) time scales. A well motivated observing strategy is required to trigger observations by pointing Cherenkov Telescope facilities in order to maximize the probability of catching blazars in flare states. We present a systematic approach to the prediction of TeV outburst for a sample of 12 blazars. We collected gamma ray data from Fermi LAT, x-ray data from Swift XRT and optical photometry and polarimetry from various other sources (including SMARTS, St. Petersburg and Steward Observatory) between 2005 May and 2011 May. We have constructed light curves in each band. TeV outburst states were determined from the literature. A discrete cross-correlation analysis between fluxes in different bandpasses, as well as polarization parameters is presented. Furthermore, we search for characteristic light curve, color, or polarization features typically associated with TeV flares. This study will allow Cherenkov Telescope facilities, such as VERITAS, H.E.S.S., and MAGIC, as well as CTA in the future, to optimize triggers for TeV blazar outbursts.
