The flat spectrum radio quasar PKS 1222+2163 at redshift z = 0.432 displays prominentnuclear infrared emission from 1200 K dust. A 70 -- 400 GeV flare lasting 10 min was observed with MAGIC, and GeV variability is observed on day timescales with Fermi. The γγ optical depth and photopion efficiencies are estimated for photons, protons and neutrons passing through the broad line region and IR torus. The strong IR emission strongly attenuates TeV radiation through γγ processes unless the emission is made on the 1 -- 10 pc scale. A model where cosmic-ray production in the inner jet powers a beam of neturons that escape and undergo photopion losses in the torus region makes a GeV/TeV synchrotron secondary cascade spectrum that would vary in accordance with central engine activity for magnetic fields 1 mG on the pc scale. The energetics and neutrino fluxes of such a model are calculated.
