The JCMT is in the process of acquiring powerful instruments that will increase significantly its mapping speed, i.e., the SCUBA-2 850/450 μm continuum arrays and the HARP 345 GHz heterodyne focal plane array. We describe the three James Clerk Maxwell Telescope Legacy (JCMT) Surveys that will observe wide areas of Galactic star formation. The first, the "Gould Belt Survey,” will use both instruments to map most molecular clouds within 500 pc visible from Hawaii. SCUBA-2 will observe 850/450 μm continuum emission over 12 clouds within AV > 1, a total of 700 deg2, to locate their populations of compact dust cores. HARP and POL-2, the add-on polarization instrument to SCUBA-2, will observe 12 filamentary structures within these clouds, typically 300 arcmin2 in extent, for 12CO, 13CO and C18O 3-2 emission and 850/450 μm polarized flux, to explore respectively the kinematics and magnetic fields of the filaments. The second, the ``JCMT Galactic Plane Survey", will use SCUBA-2 to map 850/450 μm continuum emission at |b| < 1 visible from Hawaii, a total of 500 deg2, to map dust emission from massive star forming complexes within the plane. This survey will also use FTS-2, the add-on Fourier Transform Spectrometer to SCUBA-2, to measure dust continuum SED slopes in some cold dark clouds. The third, the ``SCUBA-2 All-Sky Survey," will map 850 μm continuum emission between declinations of -30° and +70°, a total of 18,000 deg2, locating any bright Galactic objects outside of the limits of the other two surveys. We describe further the scientific motivations for each Survey, progress in their definition and execution, and expectations for their completion.
