Constraints are derived on the acceleration of charges in shocks to highly relativistic energies. When applied to the extended extragalactic radio sources and to cosmic rays, they cast doubt on the mechanism of 'in-situ acceleration', for reasons relating to energy, entropy, and statistical mechanics. The application of this result to neutron stars and active galactic nuclei is briefly discussed.
