The general solution for a stationary circularly symmetric metric ds2=-N(r)2dt2+dr2/F(r)2+r2[dφ-J/(2r2)dt]2, coupled to a rigidly rotating perfect fluid and a cosmological constant, is determined through an arbitrarily given function N(r), which allows the evaluation of the structural function F(r), the energy density, and the isotropic pressure. The interior solution with a constant energy density can be matched to the BTZ black hole.
