Along with the development on time transfer techniques and the improvement of the algorithm, ALGOS, for the TAI computation and local atomic time scale, the accuracy and stability of the TAI and the accuracy of UTC(k) synchronizing to UTC have been made big progress. The development on the ALGOS, the means for the TAI time links and the primary frequency standards used for estimating the relative departure and, its uncertainty, of the TAI scale from the SI second, are described here. The Future Definition of UTC Timescale has been discussed since the year 2000 and the viewpoints presented by experts in different fields are introduced in this paper. The work on time keeping at NTSC and a few time labs in the world during the past 3 years are displayed.
