It is widely acknowledged that collisional excitation data on OII ions may be used as a diagnostic tool in laboratory and astrophysical plasmas, and for the theoretical modeling of supernova remnants (SNR) and OB type hot stars. Recent work on electron impact of OII included a selected number of n=3 and 4 levels ( S. S. Tayal and L. M. Richardson, J. Phys. B. 31), 443 (2000). and neglected the effect of the continuum. For fine-structure transitions within the 2s^22p^3 manifold using a limited number of n=3 target states recent R-matrix studies (B. M. McLaughlin and K. L. Bell, J. Phys. B. 31), 4317 (1998). showed suitable accord with current observations (F. P. Keenan et al), M.N.R.A.S. 304 27, (1999).. The present work includes all n=3 physical states of interest and the continuum represented by pseudo-states. Calculations are performed utilizing the ab initio R-matrix method in LS - coupling and in a frame transformation approach. Particular emphasis is placed on transitions to the n=3 levels and comparison will be made for the effective collision strengths with previous work. Our results will have wide ranging applications for temperature diagnostics in laboratory and astrophysical plasmas and a comprehensive set of results will be presented at the meeting.
