This rapporteur report reviews selected results presented in seven HE sessions dedicated to neutrinos and muons. The priority was given to exciting new experimental results, primarily the oscillations of atmospheric neutrinos discovered by the Super-Kamiokande collaboration. A highlight paper about Super-Kamiokande results is available in the same volume of the conference proceedings; here we try to display a broader view of the experimental situation, present a summary of the data coming from different detectors and a comparison of resulting oscillation parameters. An impressive wealth of new measurements of the atmospheric muons was presented at the conference. A selection of the data is reviewed and their importance for further study of the neutrino oscillations is discussed. Recent results on proton lifetime limits confront new unification models. We present a summary of the limits for various decay modes and compare them to recent predictions. Finally we briefly review the existing and future experiments for searches of very high energy neutrinos from distant sources and cold dark matter candidates. .
