We report the results of intensive monitoring of NGC 3516 with HST and RXTE, which showed strong (50% peak-peak) variability in the X-rays and much weaker but highly significant (3.5% peak-peak) variability in the optical. The optical variations were highly correlated throughout the observed, band, with no measurable lags to a limit of τ<=0.15 d between 3590 and 5510 Å, while they showed no measurable correlation with the X-rays. This presents severe problems for ``reprocessing'' models in which the X-rays heat a stratified accretion disk that reradiates in the optical. .
