Evidence that the Galaxy formed by collapse from a larger volume is reviewed within the framework of the model proposed in 1962 by Eggen, Lynden-Bell, and Sandage. Commentaries by various critics of the original model are discussed on the basis of new kinematic, metallicity, and age-dating data of galactic stars and globular clusters. An assessment is made of how well the ELS picture, which had no kinematic noise and no time scale hierarchy, remains as a useful first order picture.
