Nonequilibrium rotational-level populations of CO, SiO, and CS molecules are calculated for conditions characteristic of interstellar gas clouds; i.e., hydrogen densities of 1 to 10,000,000 per cu cm, kinetic temperatures of 10 to 100 K, and a radiation temperature of 2.7 K. Necessary and sufficient conditions are determined under which nonequilibrium collisional pumping leads to the population inversion required for maser amplification. The results indicate that such population inversion occurs only in a narrow range of hydrogen densities and at a sufficiently high kinetic temperature. It is noted that these conditions are characteristic of galactic molecular masers.
