The loss-cone instability of electromagnetic waves at electron cyclotron
harmonics in coronal magnetic traps, the sources of type IV bursts, is
examined. If the magnetic field is strong enough, the linear mechanism
through which radio emission is generated by electrons of approximately
50 keV energy may predominate over the nonlinear plasma mechanism.
