The possibility of unstable neutrino reheating of the universe is considered in detail. The evolution equation is integrated numerically with all relevant thermal processes taken into account. It is shown that neutrino reheating can account for the observed distortion of the cosmic background radiation of the short-wavelength side of the peak and that this scenario is consistent with extragalactic background light observations from UV to IR regions, if reheating occurs at z = 10,000 - 100,000 by heavy neutrinos with a mass 20 - 1,000 keV and a photon branching ratio specified by the energetics.
