The state of art of Satellite-to-Satellite Tracking (SST) as a method for the recovery of the medium and short wavelength features of the earth's gravity field is briefly discussed in comparison to satellite altimetry and gradiometry. The analysis of the basic equations connecting the measured radial velocities with the unknown parameters shows that by measuring some additional quantities, a self-contained SST low-low system would be feasible; the low-low configuration could in essence sense the gravity tensor in the direction connecting the two satellites; and the two satellites should orbit one above the other in radial direction. Severe problems for the realization of a low-low experiment are expected from the influences of non-gravitational forces and their proper compensation. The method of gravity parameter recovery implies two improperly posed problems, one of them the downward continuation to the surface of the earth. A hybrid regularization model for the proper treatment of this problem is compared with a sequential model. Some requirements for a SST experiment to be optimally suited for gravity parameter recovery are presented.
