An adequate understanding of solar activity, including its predictability for producing conditions that can give rise to high-energy ions that can penetrate spacecraft and space suits, is woefully lacking if the United States intends to proceed with the vision that has now been articulated for the nation's civil, human-flight space program: back to the Moon and on to Mars.
