A photoionization code has been used to model the broad line region in F9 so as to reproduce the observed line intensities and their secular behavior for different values of the cut-off energy. The model indicates a low-frequency turn-over, which fits the predictions from geometrically thin optically thick accretion-disk models for the origin of the 'big bump' in AGN. The results, however, contrast with the recent detection of a luminous high-z QSO. This suggests the existence of a genuine difference between Seyfert I galaxies and quasars, the former having a cooler bump than the latter.
