The behaviour of a needle shaped perturbation (`filament ion cloud') in the plasma of the ionospheric F1-layer in the presence of a neutral wind and a uniform electric field having a component perpendicular to the geomagnetic field has been investigated. Expressions have been obtained for the plasma density, the diffusion coefficients and the polarisation field induced in the ambient plasma by the perturbation, and its drift motion has been examined.
