A 13-moment system of transport equations containing terms due to rotation of the reference frame is derived from the system of kinetic equations for a mixture of partially ionized chemically reactive gases in external gravitational, electric, and magnetic fields. The derived transport equations can be used to describe the behavior of the upper atmosphere in a reference frame rigidly fixed to the rotating earth.
