The Swift satellite will be a self-contained instrument for making observations of GRBs at gamma-ray, X-ray and optical/UV wavelengths. Nonetheless, there will exist many exciting opportunities for following up GRBs with ground-based facilities across the electromagnetic spectrum. In this talk I will highlight those key science questions that can be answered with a vigorous ground-based effort. I will outline the capabilities that will be required to achieve these goals and describe several observational efforts that are underway. This talk will be directed toward those observers who are not currently active in the GRB field but who may be interested in participating after Swift launches.
