Substorms are among the most fundamental of magnetospheric processes. They involve coupled activity throughout the entire magnetosphere-ionosphere system, and generate phenomena ranging from aurorae to plasmoids. Despite extensive study for decades, there are many things about substorms that are not completely understood. However, recent work, especially that based on data from the Charged Composition Explorer satellite, has provided considerable evidence indicating that the onset of the expansion phase of a substorm is initiated in the near-Earth (7 RE to 10 RE) region of the magnetotail. In this paper we review some of this evidence and discuss the implications of these findings for current models of substorms.
