We generalize the saturated Compton cooling model of gamma-ray burst spectral evolution to the cosmological context. In order for this model to be self-consistent, the Compton cooling plasma must be a relativistically expanding thin shell of bulk Lorentz factor >102, consisting of mostly thermal leptons of keV comoving temperature and less than a few percent nonthermal population.
