A theorem providing the conditions for equivalence of motions in Weyl and Riemann metrics is presented. The theorem allows the reduction of a gage theory to a principle of least action, and explains the appearance of a Weyl space whenever the equations of motion of a system are treated. Applications of the theory to physical space include the theoretical support of the Dirac bimetric theory and the fibration of V3 space by means of the Fermat principle, which allows the unification of the dynamic properties of particles.
