A new theory for the interpretation of the photometric behavior of Saturn's rings is presented. If the tilt angle of the line of sight (B) and the tilt angle of incident rays (B') are large, the quatorial layer of the rings is visible, producing a broadened opposition peak. If B and B' are small, the light is scattered from rarefied outer layers and the observed surface brightness is diminished by the absence of the broad opposition peak. Terrestrial measurements, which permit the separation of the tilt effect from the phase effect of the rings, are compared with the results, and an agreement is shown. The effective geometric thickness/particle radius value of 8.5 corresponds well with Haemeen-Anttila (1982) calculations, with respect to mechanical considerations.
