Research of several years has confirmed the general aspect that the most acceptable model in quasars' nuclei is a rotating Kerr black hole. Assuming the Kerr type potential given by the equation: V_{{text{Kerr}}} (r) = 1 - 1/{r - r_0 } + 1/2ω ^2 r^2 , we introduce a new theory about the central object in the nucleus of quasars, that explains satisfactorily the perturbations of their spectral lines.
