The relationship between the galaxy velocity distribution and the density profile of clusters is examined under the hypothesis of spherical spatial symmetry. It is shown that an anisotropic and oblate velocity distribution is necessary to obtain stationary clusters with a secondary maximum in the density profile. Existing models accounting for the secondary maximum are examined in the light of this result
