It is suggested that magnetic peculiar A stars produce low energy cosmic rays which are reaccelerated by interstellar shocks; cosmic ray abundances and energy spectra calculated on the basis of this hypothesis agree well with observations. The slowing-down time of heavy elements in the low-energy component is longer than previously thought, because these elements are initially accelerated in a low charge state and also in part because they are not fully stripped at low energies. This increased slowing-down time apparently permits reacceleration to occur.
