A field theory is presented where the behavior of the matter may be completely different depending on its density. In normal conditions, i.e. when the local energy density of the matter is many orders of magnitude larger than the dark energy density, the General Relativity is reproduced including the absence of the long range scalar force. In the opposite limit, where the order of magnitude of the (local) matter energy density becomes comparable with the dark energy density, the behavior of the matter drastically changes. In such Cosmo-Low- Energy-Physics (CLEP) states, the dust possesses a pressure and for example, gas of nonrelativistic neutrinos behaves as the dark energy. The latter consists of the cosmological constant (CC) and the quintessence-like scalar field. A transition to a dominance of the CC is demonstrated.
