In 1957 a program of international research, inspired by the International Polar Years of 1882-83 and 1932-33, was organized as the International Geophysical Year (IGY) to study global phenomena of the Earth and geospace. The IGY involved about 60,000 scientists from 66 nations, working at thousands of stations, from pole to pole to obtain simultaneous, global observations on Earth and in space. There had never been anything like it before. On the fiftieth anniversary of the International Geophysical Year an international program of scientific collaboration will be conducted called the International Heliophysical Year (IHY). Like it predecessors, the IHY will focus on fundamental global questions of Earth and space science. The goals of the IHY are to: 1. Develop the basic science of heliophysics through cross- disciplinary studies of universal processes. 2. Determine the response of terrestrial and planetary magnetospheres and atmospheres to external drivers. 3. Promote research on the Sun-heliosphere system outward to the local interstellar medium - the new frontier. 4. Foster international scientific cooperation in the study of heliophysical phenomena now and in the future. 5. Preserve the history and legacy of the IGY on its 50th Anniversary. 6. Communicate unique IHY results to the scientific community and the general public. The IHY will help us develop a deeper understanding of physical processes in the solar system through a program of comparative study of universal processes that affect the interplanetary and terrestrial environment. The study of energetic events in the solar system will pave the way for safe human space travel to the Moon and planets in the future, and it will serve to inspire the next generation of space physicists.
