The theory of strong discontinuities in a plasma with anisotropic pressure is applied for interpretation of recent experiments on the boundary and in the tail of the magnetosphere. The properties of the discontinuities are described. Assuming that anisotropic discontinuities occur with a nonzero normal component of the magnetic field, magnetospheric surface flow expands from the subsolar point: this consequence agrees with IMP 5 data. The result of the scheme given for the components of the bulk velocity in the plasma sheet agrees with Vela 4B data. The scheme connects the phenomena of blocking and thinning of the plasma sheet in the initial phase of the substorm.
