The study supplements the recent 2-Jy IRAS redshift survey of Strauss et al. (1992) for b-parallel of greater than 5 deg with an IRAS-selected sample in the direction of Puppis, which consists of 32 identified galaxies, 12 of them with measured redshift. This combined sample is used to examine the overdensity of Puppis and its dynamical effect on the motion of the Local Group. It is estimated that Puppis may contribute at least 30 km/s to the motion of the Local Group perpendicular to the Supergalactic plane. Together with the Local Void and Fornax and Eridanus, this is argued to explain the origin of the 'Local Anomaly'. The present analysis illustrates how to combine nonuniform surveys behind the Galactic plane to produce whole-sky uniform surveys.
