The generation of radio emission from plasma waves excited by two-stream instability in pulsar magnetospheres is considered. Induced scattering transforms excited subluminal waves into superluminal ones, which escape freely in the form of transverse electromagnetic waves. The kinetics of the induced scatterings in the ulrarelativistic electron-positron plasma embedded in the superstrong magnetic field is investigated. It is shown that the spectrum and luminosity of the radio emission from plasma turbulence generated during charge density adjustment in pulsar magnetospheres are compatible with those observed.
