The discovery of 2008 TC3, the first natural object to be found outside the atmosphere on its impact course with the Earth, by Richard Kowalski during the course of the Catalina Sky Survey (CSS), is the result of a 'modus operandi' developed over the years to facilitate identification of Near Earth Objects. Such observing approach comprises rapid inspection of the images in a semi-automatic mode where the observer is responsible (i) for the validation or rejection of possible moving objects identified by our software down to the 1.2 sigma level; (ii) near real time submission of the data to the Minor Planet Center; and (iii) same night follow-up with the same telescope to unambiguously establish an objects reality and ensure recovery on the next night. A hypothetical dedicated survey for these small Earth impactors would require a substantial modification of the observing strategy devoted to the general NEO survey, and/or substantial instrument upgrading. We review observing strategy, software tools and features in place at CSS.
