Clusters of galaxies might be the main sources of extragalactic diffuse radio flux at the lowest frequencies ν<1 MHz. This radiation is produced as synchrotron radiation of low-energy electrons in intracluster space, where magnetic field is known to be of order of B~1μG. Two sources of low-energy electrons are considered: the secondary electrons produced by the proton component of cosmic rays in the intracluster space and the primary electrons leaking from the galaxies. The low-frequency synchrotron radiation from intracluster space suffers very small absorption due to the low density of the gas and its high temperature. The diffuse radio flux at low frequencies is calculated. It gives the main contribution to the absorption of ultra-high energy gamma-radiation.
