IUE observations of Comet Halley's H characteristics with short-wavelength spectrographs encompass nucleus-centered and serendipitously offset cases. A comparison of water production rates with a self-consistent analysis already performed for the IUE observations of OH yields good agreement. These results imply that, in order to bring the H and OH observations into agreement at all heliocentric distances, the OH model must account for coma outflow speed variations with distance.
