Melchior (1973) has demonstrated that the procession-nutation torque due to the moon, as exerted on earth, may be calculated from the tidal potential. The present investigation is concerned with an outline for a general solution, taking into account a consideration of the earth and the moon as wholly rigid bodies. It is pointed out that no information regarding the density distribution inside the bodies is needed for the exact solution. An employment of the sets of Stokes constants (harmonic coefficients) in the external geopotential and selenopotential developments is found to be sufficient. The effective solution obtained for the problem is based on the concept of a 'tidal force function of the earth-moon system'.
