A stability theory is presented for a rotating gaseous disk and a rotating shallow water layer in the case of discontinuities in the rotation and sound velocities. Various instabilities of subsonic and supersonic flows are examined. The equivalence of a system of dynamic linearized equations of the gaseous galactic disk and of rotating shallow water is demonstrated using simulations on the Spiral system.
