An impact-fragmentation (IF) model is obtained which synthesizes various numerical, theoretical, and experimental results. This model indicates that IF is properly scaled by a new dimensionless parameter PI which is closely related to the late-stage effective energy proposed by Mizutani et al. (1983). The theoretical predication is compared with experimental data on various materials. It is shown that the size of the largest fragment, the fragment size distribution, and the ejection velocity of antipodal fragments are all in agreement with the prediction.
