It is noted that in a strong electromagnetic field (in particular, a constant magnetic field) a vacuum behaves like a medium with electrical and magnetic permeabilities which are functions of field strength, so that both transition radiation and transition scattering may occur in the vacuum. The transition radiation is investigated which results when a charge traverses the boundary between a strong magnetic field and a fieldless region. Problems are solved concerning the transition scattering with frequency doubling of sufficiently long-wavelength electromagnetic waves by a fixed charge and the transition scattering of similar waves without a change in frequency in the presence of a strong magnetic field. The same problems are analyzed for a moving charge, and effects of vacuum nonlinearities are considered. Possible applications to pulsars are briefly indicated.
