It is suggested that Saturn's moons and oblateness perturb the ring particles so that a specific wavy deformation of the rings occurs. A described model of this perturbed system indicates that the specific wavy deformation is a consequence of differential precession of particle orbits and that particle collisions are rare so that energy dissipation is slow. Particle collisions are rare because neighboring particles under the influence of the perturbing forces would move in nearly the same phase. An analysis in the framework of the model indicates that the rings are not plane-parallel but are twisted.
