It is suggested that the photoelectric effect of very small grains may supply the heating required to maintain diffuse interstellar clouds at temperatures near 80 K. In particular, using arguments related to those employed by Watson (1972), it is argued that the photoelectric yield off very small grains may be considerably greater than off bulk materials, and several models for interstellar clouds are calculated to illustrate the observational consequences of this hypothesis. This heating model can also explain the existence of a hot neutral intercloud medium. If, in fact, the photoelectric heating model is valid, it should be possible to develop a much deeper understanding of the evolution of the interstellar medium.
