A method is given for solving the self-consistent coupled Liouville and Poisson equations which govern steady-state infinitesimally thin axisymmetric self-gravitating systems. A theory of such systems is developed; models are constructed numerically and discussed, including bounded models for which the distribution function has no sharp cutoff at high energies.
