Continuum energy distributions of Be stars are studied on the basis of photoelectric photometry of all known Be stars in 14 clusters and at least two normal B stars in each cluster. Reddening corrections are reviewed, H-alpha emission line strengths are measured photoelectrically and compared with previous photographic data, and the Balmer jumps measured on the dereddened energy distributions are examined. Intrinsic color excesses in the Be stars are evaluated, and polarization data for the h and Chi Persei clusters are analyzed. Evidence of variability in UBV for certain B stars is noted. It is found that: (1) some Be stars have a component of color excess or reddening that is intrinsic to the star itself and may be circumstellar in origin; (2) many Be stars have a component of (B-V) color excess due to the near-IR continuum excess that peaks near 1 micron; (3) the Be stars in the h and Chi Persei clusters can be identified by their intrinsic polarization; (4) the Balmer jumps in many early-type Be stars are typically smaller than in normal stars and sometimes appear to be in emission; (5) some Balmer jumps among middle to late Be stars are larger than normal; and (6) the amount of filling-in of the Balmer jump is poorly correlated with H-alpha emission line strength.
