This Letter summarizes the results of an observational study of the circumstellar gas and dust shells of late-type giants and supergiants. Comparison of the derived amounts of circumstellar gas and dust reveals a large variation of the gas-to-dust ratio from star to star, with the metals in the stars of spectral class M6 and later appearing almost entirely as grains. Mass-loss rates from 1 hundred-millionth to 1 millionth of a solar mass per year are derived and shown to be relatively insensitive to the gas-to-dust ratio, indicating that the mechanism of mass loss may be something other than radiation pressure on grains.
