The quantum stress tensor for a massless scalar field propagating in a time-dependent charged black hole spacetime is investigated. It is shown that a black hole radiating positive energy to infinity with a corresponding in going negative energy flux crossing the horizon and causing the hole to shrink in size is not so general as expected from previous studies of quantum field theory in black hole spacetimes. A regime where the hole radiatives negative energy to infinity is found.
