The theory of the lunisolar precession-nutation dynamics under the time varying second zonal harmonic in the geopotential has been outlined. The exact solution of the problem faces all the difficulties occurring in the classical solution with the constant geopotential harmonics. However, a method of successive approximations may be used because of second-order effects.
